He should. In the long run he will feel like more of a man for having asked and you more of a lady for having been asked. It might be a drag at the moment but he is almost certain to be thinking about it and its in your interest to wait till he is certain.

if you really want to be with this guy, you should do the first move!
it's not productive at all to just sit and expect him to do something.
There is no convention about if men or woman should do the first move..
