The state government is closer to the people than the federal government is. It is then only natural that they will and should be more "responsive" to the people. the local governments are closer than the state governments, which makes them the closest government body to the people, so they should be more "responsive" to the people than even the state government.

The more local the government, the more responsive.
It is the way our country was set up to work, even though we no longer abide by limited federal government.

State government is most responsive, but as always i think it depends on what your problem is.
