it's pretty simple. a bicameral legislature allows for a check and balance between the two houses --- so that laws are properly scrutinized. another advantage for a bicameral legislature is that there is a check to the parochial tendency of a house elected solely by districts. in a bicameral setup, there is this lessened chance of the legislature being controlled by whoever is the chief executive. one of its greatest disadvantages though is the problem it creates when the two houses disagree on certain matters. although a conference committee will sometimes do the trick, it is quite possible that one house may not give in to the demands of the other, which wastes time that could have been used for drafting legislation. another disadvantage is that a bicameral legislature is more costly to maintain. those who favor unicameralism, on the other hand, say that it is more cost-efficient because the setup is simple and economical. there being only one house, duplication of drafted legislation is also avoided. those who draft faulty or should we say bad laws are also easily pinpointed. a strong unicameral legislature is also a good check of the powers of the executive department. the problem with this setup, however, is that it is prone to control specially when the sitting executive is a party-mate of the majority. the majority can almost always get out of trouble there being no other body or house to counter it.
