Because Congress refuses to do their jobs.
He's admitted to felony violations of federal laws, and these have been confirmed by federal courts, including the Supreme Court.
So, there's no valid reason for Congress to refuse to do their jobs and put him on trial. And you'll notice that most of the people who say he hasn't done anything wrong don't actually ever address the specific laws he's admitted violating. They just make a bald statements, and hope that by chanting it and repeating it enough it will somehow magically become true.
For those who are actually willing to read the laws in question that were broken, check out the links below.

Best guesses: 1. The G.O.P. (still in power) doesn't like to admit mistakes. 2. The Dems fear that impeachment procedures would cause more chaos than leaving Bush in office for the remainder of his (stolen) term. 3. If Bush were impeached, who's next in line for the presidency? That's right Cheney. After him I believe it's Condi, then Dumbsfeld. To clean up D.C. one would have to get rid of most of the House, Senate and Supreme Court not to mention the lobbyists. Big job.

Good question. The opposition isn't proactive in starting to collect signatures of people that want him out of office.
