First make sure it's just not low on oil. There is a special jack oil that goes into those jacks. It's availible at most hardware and auto parts stores.
If it's not just that you can usually buy a rebuild kit for around $5-10. But with all the effort involved in rebuilding, it might be easier to just buy a new jack.

before you can repair it you need to find out what is wrong. Could be several things, For starters:

1) Does it have hydraulic fluid?

2) Are the pump seals or extension cylinder seals shot, if so, why?

3) Is fluid leaking past the control valve?

4) Is the pump mechanically connected to the pupmp lever?

It is a hydraulic jack that has developed a leak due to a bad seal or seals. You can have the seals replaced then refil it with fluid but buying a new jack will be safer and cheaper.

Check the hydraulic fluid level of the jack. If it is low, get some new hydraulic fluid and fill it to its recommended level. DO NOT USE OIL!!! Oil does not have the compression properties of hydraulic fluid.

If you know the make and model # the manufacture
probably sells a repair kit consisting of new O-Rings....

I would just buy a new one, for safety's sake. They are cheap, $25, and a new one will be safe. Or do you really want a 4,000 pound car falling down on you? And get some jack stands while your there and use them along side of jack.

If car fall on you, you WILL be dead.
