My Nortons Security gave me details when this happend and gave me the remote IP address,How do I block this using IP# as a guide.
(this intruder is causing my systems/programs to slowly crash an burn.)

Try running all of the following and Also turn on your Windows firewall

Install & update run until it shows nothing.

You most likely have either a virus or spyware on your computer that is allowing entry. I would suggest you thoroughly scan your computer. A couple of very good spyware / adware detection and removal utilities are Spybot (free) and AdAware (free-to-try).

Download and install them, preferably both, update them, and then scan your computer with each one separately.

If that does not help, you may want to try another antivirus / firewall application and I would suggest you take a look at Avast Home Edition which has good ratings, and is free, on Download.com. If you like it, download, install, update, and scan your system with it also. If you don't already have a firewall, you need one to block outside intrusion into your computer.

Finally, if none of this helps, contact your Internet Service Provider (ISP), make them aware of what is happening, and request a new IP address for your connection.
