Do you mean that something costs $2.59 for each pound, and you want to know how much a half-pound would cost?
Divide $2.59 by 2. Then round to the nearest cent (aka "hundreth place"). If the thousanth place (the number right after the penny-position), is 5 or greater, you round up. If it is 0-4, you round down.
Try it.....

You get $1.295. Since 5 is in the thousanth place, you round up to the next penny. Answer: $1.30 for half a pound.

Have to know if $2.59 is the rate per pound, ounce, or what. This isn't enough info to answer your question.
