In the U.S., a good starting point would be the Bill of Rights (the first ten amendments to the Constitution); however, you should note that the 10th Amendment specifically states that the list is not to be taken as comprehensive, and other rights not listed there may exist naturally or may come into existence through social consensus. (And it's spelled "liberties".)
