I just planted some herbs in little pots and as soon as they started to spring up I started noticing gnats. they are all around the plants. I have tried fly paper, but they keep coming. There is no standing water around and I kill them constantly. They are so annoying. Please help.

I'll assume they fungus gnats.... did you use sterilized potting soil for your plants? If not, get some and repot, rinsing the roots of your plants to get rid of eggs. Fungus gnats live in moist soil and often occur when the soil was not sterilized.
There is a pesticide you can get for them, but I always vote to try other methods first and drugs the last effort.

They also really love damp soil, so let the dirt really dry out between waterings
