Throw it away and go find a steel saucepan. Aluminium saucepans and the chemical non-stick coating are really bad for you.

A few tablespoons of white vinegar mixed with a few teaspoons of common table salt makes an excellent cleanser for cleaning badly-stained stainless cookware.
This vinegar and salt mixture can also remove oxidation from copper-clad cookware and make it shine with practically no rubbing required.

As already said, the pan is bad for your health, get stainless steel pans... But, if that does not work for you, put a little water in the pan, throw in a couple of fabric softener sheets and simmer till it comes out...works like magic...Still would recommend getting rid of it, very bad for you...
