Depends what kind of carrier. With a snugli type, they should be able to hold their head up on their own, but with a sling or wrap, you can carry them from birth. I have a ring sling, and can't imagine what it would have been like, trying to carry my son without it! I love it!

You can put a baby in a sling carrier and wear them from birth. Even preemies can be carried this way. It is good for them, look up "kangaroo care" for more info!
You can continue to carry a baby in a sling until they become too heavy, whatever that limit is for you. I have carried my heavy toddler before, and it was much easier in the sling than trying to schlep him around on my hip just holding him with my arm!
Toddlers also love being carried piggyback, which works very well with a sling or wrap.

The best way that you will know when your baby is ready to be in a carrier is when the baby is able to hold his or her head on her own.
