so, if your on a lowish income, just write to them, tell them that your skint, ask for a budget form, here you will fill in all your incomings and out goings, make sure it all adds up to you only having a tenner or so left a week, offer them £2.80 a week,(the legal minimum i think), then bobs your unkle!

If you moved to a different region within the country, it would take very little time to find you, unless you're were considering to squat, never use credit cards, never own a mobile phone or worked again which would grant you very little quality of life.
If you moved to another country it would obviously take longer, and they might not ever catch up with you depending on how insistent and well funded the council is. However the moment you step back on British soil you can say goodbye to ever looking at anything other than four square walls.

Not very likely they would go very far looking for you. Not to another nation for sure. It would cost them a lot more than they would get. If you go beck to the area for any reason and they find out you will be in the hot seat....I live in Asia and a fellow from Canada had left for a violation and thought after four years here they would forget about him. He went to see his elderly mother because she was not doing well and he now is in jail for three years. When he entered Canada it was his passport that caught him. The computer knew and then the police knew. It might be better to pay your bills.

Yes. Councils do liaise with each other to a certain extent and also use tracing agencies to chase debtors (using records such as the electoral roll, credit applications etc). Also, if your debts to the council have been passed to bailiffs (which they would have been if you owe for five years), then the bailiffs will also have agents across the country.

Yes, simply. If you owed five years worth then you're guilty of tax evasion and the national police can happily step in and arrest you. Your safest bet would be to move to Yemen, or another non-extradition country.

Yes they can trace you even if it takes some time.
If you have difficulties in paying you would be better to tell them if your income is below a certain level you would be exempt anyway, if you could afford to pay and didn't you deserve to be caught as we are all paying for you.
If you go abroad and want to come back they will get you then.

Yes, definitely. Council Tax has levels set and is collected by local councils, but there is a national database so they will find you. Should have paid from the start, shouldn't you?!

best just to make an agrement with them, or ensure you live in an HMo that the landlord has to pay the council tax on.
