Two that I can think of are the Eiffel Tower and the Arch De Triumph, in Paris. Of course there is a miniature Lady Liberty in Paris since France gave Lady Liberty to America as a gift in the late 1800's.

The shape of the car makes it an old picture, at that time Paris was the only city with a metro (underground train). So I'd say it is somewhere in Paris. However the building itself might well have closed down, changed name, or been destroyed so it's a bit hard to find what it could have been. Though the dome tower rings a very irritating bell in my head.
