To get a particular vocal style down pat if you are already familiar with the music? Maybe a year, maybe never. Voices are very individual. Maybe you'll like your sound right away, maybe you never will. Maybe others will like your sound right away, maybe etc. Some classical singers train for their entire lives. Some pop singers have it while they are still children. There is no one answer that will be the same for everyone, but there is a test. Sing for someone. If they really like it or if they really hate it, you'll have your answer right away. If they kind of like it, you can always practice getting clearer tones and more power. And if you really feel that you need to be a singer, but the first person that you try singing for doesn't like it, keep trying until you are completely discouraged. I will give you the biggest clue that I can: the art of singing is to convey feeling (usually with tones) through your voice. If you are a singer of songs- rather than just a singer of tones- you have to be able to clearly shape your vocal tones into the words of the song. It does take practice, but the amount of practice is different for everyone. Most singers who have decided that they are singers practice every day for their entire careers, but not so much that they wear their voices out just before a show. It is all very individual.
I can tell you how a pop vocalist changes a light bulb: she holds the bulb and waits for the world to revolve around her.

Good is a relative term. Some people are born with the ability to sing good. Many other people require lessons that could range from a a few months to several years. If you want to sing opera, you're looking at years of singing lessons. If you want to sing other forms of music professionally, you should still sign up for lessons even if you only take a few.
