Is there a chip that allows you to play any region games? I gave my brother-law in Brazil my old PS2 but he can't use it because it only plays games from the USA. Is there any way to modify it?

I'll tell you though, if you have no soldering skills it can be difficult to install a chip in the PS2. Not impossible though, I did it. The most recommended modchips are the DMS4 Pro, Matrix Infinity, and the Crystal Chip.

Yes, you can get a mod chip installed for relatively cheap that will allow you to play games from any region (or illegal burned copies of games). If you decide to do this, remember that it will void your warranty.
