Wear a plain white, LONG SLEEVE dress shirt, preferably without a button-down collar.
Wear a black belt and BLACK shoes.
The tie can really be anything you want, since black and white are neutral colors. Stay away from any brown ties, though. In fact, never mix brown and black at all (you can do it in some circumstances, but I find it a difficult thing to pull off well).
As for the tie, I would suggest you go with muted colors, such as a deep red or blue. Stay away from grey. Do not wear a single-color tie. If you absolutely must, wear a solid black tie.
Instead, I would suggest you wear a muted color tie with a subtle pattern. If it's busy, it will distract your dinner guest's gaze and may unsettle him/her a bit.
Good luck on your dinner appointment!

You can never lose with wearing a white or off-white or light-blue or blue (but not way too dark) shirt. A red tie with light stripes or small patterns - something contrasting the pants. You want to look conservative and not like going to a dance or a funeral. Watch how people in your office especially the bosses dress. It is good to imitate them.

stick with traditional white shirt and red, maroon, dark blue etc... No fun ties with characters and sports motifs etc...
If you have a dark jacket that would be good too but if not stay away from black shirt
