The tail lights, lic plate lights and side marker lamps do indeed share the same circuit but there are some connectors that could be the problem, the first thing I need you to do is to check the bulb socket for the lic plate light, remove the bulbs and check to see if there is 12 volts on the contact that has the green wire(use a test light) the other wire is white and black and is the ground wire, let me know if there is 12v at that contact in the socket, if there is voltage then there is a problem in the ground side.

Check the wires around the light. Those light are in a bad place. The sockets burn out from moisture, the wire get pulled on easily.
If the wires are okay and you are getting power back to the light (check with a 12V test light) you probabally need to replace the socket itself. These are usually availible from your local auto parts store.

A new bulb can only work if it has power flowing to it and also a ground.If you have a test light you can check for power to the bulb socket and if you have power then it has to be a bad ground.

this is going to have a rubber grommet on it, pull it off on the rear and also you need to be sure the the uncovered electric powered line's pull the appropriate wires and also you would possibly want to be on your way.

clean the inside of the bulb socket, it is probably not making good contact.
