Bears do not go into true hibernation as some animals do. With some animals like ground squirrels, you can take them out of their den while they are hibernating and roll them down a hill (which I wouldn't suggest) and they wouldn't wake up. Bears go through torpor or a deep sleep. Bears can be woken up during their winter sleep. During this time, researchers will go into dens to collect information on the bears or to remove or put on radio collars. Many times they will drug the bear so it won't wake up. Depending on the bear, you could go into a den and not wake it up if you were not beig too intrusive.

Your question has different answers for different types of Bears. Polar bears are more active in the winter, because that is when their source of food (seals) are available.
