Wales and Scotland are definitely part of the Commonweath. They are part of BRITAIN, which consists of Northern Ireland, Scotland, Wales and England. Scotland has come constitutional freedoms - its own parliament, but it is not a separate legal or political entity, it is still bound by the Act of Union.

It's "The United Kingdom of Great Britain and Northern Ireland" Scotland and Wales are therefore part of both along with England. Hopefully the Scots and Welsh will get off their butts and go for independence.
