My friends dad past away, and he is currently paying the rent until the place is cleaned out. Is there any way that I can move into the apartment and get my name on the lease and pay the same rent control that he was paying, which was 800.

No.

Succession rights are for family members who have resided as a primary resident (tax returns, voter registration and DMV records should show this as a primary address) in the apartment for at least two years (one year for family members who are senior citizens or disabled) prior to the death of the tenant.

i dont think so if you do it will be a miracle...it would have been different if he bought it or he had you on the lease before he died.....now they are gonna fully renovate that apt and boost the rent up the wall...
