I'm sorry - how horrible for you! The usual chain of command is the instructor (unless the instructor is the one bullying you), the department chair, your academic advisor, the associate dean for undergraduate students, and finally the dean, if none of those work. For an end run on some of this (but you still need to talk to one or more or the first three), is there an ombudsperson at your school? This is someone, usually a student, whose job it is to try to help students get problems sorted out.
If you are in your first year, realize that you may have some classes that are relatively easy and others which are relatively hard at first - that just means that you had a better-than-average English class at your high school. The bullying, though, is inexcusable.

try to talk to the head of the department and tell them your own concerns and see what that brings up, then get your mum to call in again, maybe this time in person, the thing with teachers they constantly need reming of what they must do otherwise they forget as they have much to do already.

You need to take the matter into your own hands. Tell the head teacher or your English teacher and if they do nothing again then they are legally liable to be sued.

Write a letter of complaint to the chairman of the governors at your school, the school will give you his/her details. If you get no answer from this then complain in writing to your local county council.
