Go get a whole bunch of New Age stuff, like crystals, bells, candles, a pentagram or three, some carved runestones and a tarot deck. You can find them easily in any occult or new age shop.
Take all these to the nearest park on a full moon. Lay these on the ground on some sort of sparkly, shimmering cloth... the more garish and sparkly the better.
Now grab some of the oils they sell in that same shop, and dollop that on the goodies you've just bough and set out. Add some to the ground and cloth for good measure.
Place another cloth on the ground that you can sit on. Strip down and sit there. Now chant (as loud as you can) repeatedly:
"I am a purple robed mage of thirty-third degree and am happy to teach anyone for freeeeeeeeeee...
Little ones, come to meeeeeeee"
However be warned... sometimes doing this will attract other things... not just the fairies!
