The vast majority of people in the world do NOT believe that the US government planned 9/11. Cynical though I am, there's no doubt in my mind that the Bush administration would much rather have stopped 9/11 than allowed it to happen. In most cases, simple government incompetence is a much likelier explanation than conspiracy theories.
I think it's very clear that al Qaeda was responsible for 9/11, although there are things that the government isn't telling us. I would dearly love to know more about the Israeli connection... see the linked source for details.

Taken in stride with the Iran-Contra scandal, the bay of pigs, the Olympics, the establishment of the Taliban by the CIA, and countless other curiously rotten U.S. pursiuts, I would say its definately possible. The great "security interests" of the country change every decade, and frequent comparisons of our current plight to the cold war can remind one only of the crazy lies, hype, and occasional atrocities that accompanied it. On a final note, I'd ask you, if you thought that the government, so lately convinced that complete secrecy on thier behalf, and complete transparency on yours (Pats act, wiretaps, ect.) best protects your interests. Given that, why would you assume that they would always tell you the whole truth, and nothing but the truth?
