It is a genetic left over from being female first. Anyway- wouldn't it look funny without them? Would we guys have to paint them on if we didn't have them at all? Like eyebrows on a woman? Can you imagine sitting at some fine supper club and telling your friends- excuse me, I have to go freshen up my nipples?
Saves us a lot of embarrassment by having them.

I don't know probably because every fetus starts out as a female like you just stated.
Why do some women have beards and mustaches?
