You shouldn't be sending to a POP3 server.
Outgoing mails are sent to a SMTP server.

Your e-mail program (I am assuming Outlook Express) can not find your POP3 server. Either you have the wrong information in the account setup, or you are trying to access an account that does not allow POP3 access, such as the free Yahoo e-mail accounts. Check the Helps of the account you are trying to access for POP server information and to be sure that POP3 works with the account. (And for outgoing, it is usually SMTP, not POP)

there can be different reasons but most common problem will be you need to check the box in the outlook express settings -
go to tools accounts select your account then select the properties go to servers then check the box my server requires authentication. It will work if not then there can be problems with the internet or with your account settings from the provider you took the account u can call there customer service they will guide you.

try going to e-mail settings, advanced, and tell it you want outgoing mail to be authenticated using same settings as for incoming mail. If this does work, check with your e-mail provider and get the settings instructions. You missed something.
