Clive Cussler wrote a book about a wealthy Nazi who built four very huge ships to survive the end of the world. The ships were about a half mile long and contained everything - farms, schools, etc.....

It's too expensive. You'd have to develop special buildings/methods of building to make it work with the shifting surface of the ocean, probably come up with special building materials, develop a feasible solution for waste processing, garbage disposal, etc. etc. etc. Just not cost effective. It would be cheaper to just blow up overpopulated areas.

In Japan they have laready developed and implemented at least one man made island. It was a major undertaking. Expensive and difficult to engineer. There is no easy way to do this.

Our cities already cause MAJOR!! pollution to our seas..
Imagine what damage would be caused if we tried creating sea cities!

it could be done, and only if bridges would be built every where sea goes on.

With the global warming ,it is quicker for every one to say goodbye to earth and what ever is built on water.Sounds cool though.VENICE is one example right now
