Welcome to a great community - not your neighborhood, though I don't doubt you'll be welcome there as well - but the creative spirit of fellow scrapbookers!
Check your phonebook (or the net) for the closest scrapbook store. Almost certainly they will offer classes, and if you take even one you'll have a chance to meet other scrappers. Many women (as this is not exclusively but is primarily a female hobby) set up mini scrap meets and get together weekly at someone's house to scrap together. Again, once you've been to a class, you'll have made that first contact.
You can also just strike up conversations with shoppers there and mention that you're new to the neighborhood... and see if you get an offer!
Try looking on grocery store and craft store bulletin boards. If you live near a Michaels, they offer classes, and you can hang out in their scrapbook section and meet people.
Many churches are running small 'interest groups' (joggers, scrapbookers, golfers, and many more can meet regularly and spend some fun time together) - a great way to find a home, integrate yourself into the community, and meet like-minded people. Especially if you are new to the neighborhood, I'd really recommend this.
Finally, don't overlook other hobbyists/hobby stores/websites. Rubberstampers often also scrapbook. Alterered book and ATC artists may scrapbook on the side.
And of course new moms and grandmas are often seduced into scrapbooking for the first time by that adorable little new face, and the reams of pictures that have to be done something with....
Put a "Scrapbooker' bumpersticker on your stroller and go to the park - you'll meet someone! Good luck in your new community.
Hugs,
Judith

i began scrapbooking even as i change into in eighth grade. Our classification went on a visit to NYC, and the scrapbook is about that vacation. more beneficial at the moment I have made a small (8x8) scrapbook of images of my boyfriend and that i. i'm at the moment engaged on a Disney scrapbook from my 3 journeys there. My mom also scrapbooks and he or she has albums for her journeys to both Alaska and Texas. i'm also operating with her on her modern album it really is all pictures and memorabilia from my kids. it will be more beneficial like 3 albums although. we've a lot of stuff! i quite savor making scrapbooks and they are an spectacular communication piece and kinfolk heirloom. each and every of the scrapbooks I have worked on are paper, yet I do have digital software that i have not were given round to making use of.
