Left click on the bar and hold on the Start menu and drag it back to the bottom.

Put the mouse on the Grey task bar and right click the mouse, it should say 'Lock the taskbar' if so it should have a tick. Click it to take the tick away then drag the Grey task bar back to the bottom. then right click it again and lock the taskbar.

click the left mouse button and hold it doen when the mouse pointer is over the bar (a blank bit of bar), then drag it to where you want it.

on the status bar, where it shows you what programs are open, left click and hold, you should see an outline appear around the status bar to show you have done it correctly.

Simpy drag to where you want it, as you move your mouse the outline will move to show where the bar will be move to.

resize it a little so near the Start button there is free space
(before the devider) left-click in that area and drag th mouse in the bottom

if you click on the bar with both mouse buttons at the same time, and pull it down the bottom.

Then right click the taskbar and select 'lock the taskbar', this will stop it happening by accident again.
