He is always looking at porn on his computer, and messing with himself in the process. We do not have a HR department, and as he is my manager, I think my only option is to go to an external organisation. Can anyone tell me who I can inform to make him stop this?

Sounds like a pretty revolting man...I feel for you !!
If there is no one in the company that your manager has to answer to, then I would suggest speaking to the Citizens Advice Bureau and see if they can tell you what the best next step is, and who to contact.
Good luck, and well done for not letting him get away with it.

NO, NO, NO. Video, picture, camera phone, telling him straight out....... etc.. as suggested by others are not the right thing. You are not going to preach morals - even if it is at work.

But, wait..... there is something you can do about it. That's the good news.

Everyone has a boss (unless he is the outright owner) and he is in a closed office behind locked door and in the privacy of his office and after hours and he does something is his time. See? so many ands, ifs and buts. So, yes you can stop this manager dead on his tracks.

The law says you cannot use company property for such things as personal mails, Y!A answers, porn viewing etc.. It is grounds for summary dismissal. Employer has the right to snoop. It has been proven time and time again in courts about their rights.

So, here is what you do: When you tell your boss that his behaviour is despicable and you do not find it acceptable in a professional environment, your boss in turn, will have the webmaster monitor his activities, record every URL he has visited as proof to dismiss him. You do nothing. It is up to the boss to make the judgement call.

You could take this to the Equal Opportunities Commission. You would be protected by the whistleblowing laws if he found out and you suffered any detriment. Is there anyone higher you can go to? Company director for example, or another manager.

You may want to take employment law advice about this if you feel it is creating an intimidating environment to work in and violates your dignity. The new S4A of the Sex Discrimination Act now outlaws this type of behaviour if so.

I find it funny how people say things like "thats disgusting" and "eww" but then tell you to video him... Ever heard of Voyeurism? And you could actually get in trouble for that.. Ie the right of the person being photographed/video to have the "evidence" as you call it destroyed or something like that. Just tell him it's not appropriate for that environment.. If you're too scared/embarrassed to talk to him about it are you sure you really want to work for him?

A couple of things to do here - find out who he reports to and make sure that you have someone else to back up your side of this otherwise you will end up in a no win situation with a boss who will make your life hell ! If you have co workers who will back you up go straight to his boss and report him, if his behavour does not improve try your union (if you have one) or citizens advice failing that - good luck !

This is quite funny, yet gross at the same time. Do any of your co-workers know about this? If so....maybe hatch a little plan to stop him, catch him and maybe say look stop or we shall use this evidence agaisnt you and I want a pay rise

It depends what the nature of the company's business is. Usually there are institutes for different types of business, find out and if there is report it to them. You must act on this as it is not fair on you and others.

Take a photo of him in action then blackmail him for a years salary plus benefits. Plenty time for a new job and easier than any disciplinary.

Do you have a managing director? Or has your manager got a superior? Do you have a union rep? If not, seek legal advice, this is sexual harrassment, he knows what he is doing, the perv!!! Good luck!

Maybe I am just vindictive, but I would video tape him and send it to a TV station. Put a hidden video recorder in his office, and go from there. Then I would send it to OSHA also, thats just sick.
