It's important to know you're not actually converting it to a torrent file. You're creating a torrent file FOR that file. A torrent file just carries info about the main file, or files.

First you need a bittorrent client. I suggest uTorrent, but there's BitComet, Azureus... there's a lot of them, so get one. Next, go to the file menu after you open the bittorrent client, and go to something that looks like it says "Make torrent" or "create torrent" ... they all have them. That will start the making process (some, you can even drag and drop a file to the client, and it will start the torrent-making process, for you).

Once the window pops up to create a torrent, most of the things you have to fill out will be self-explanatory. The tracker address is important, though, because that relates to which torrent tracker you're going to upload the torrent to. Go to the tracker of your choice, and find where to upload a torrent. Once you go there, you will find the tracker address. They will remind you to add it with the torrent so it works.
