if i was jailed for current charges can okla county (okc) now file 1995 charges for dus n poss of mj even tho i was prev incarserated in okla county twice bailed from jail paid all fines and met all court dates it was never brought up then shouldnt they have charged me since i was in their custody twice since 1995 can they legally charge me now ??

Depends on the statute of limitations in that country for that crime.

AFAIK statute of limiations in some states is longer for drug possession than for violent sex crimes. Crazy.
STEP 1 - I'd say you need to check on the statute of limitations for the court system in question.
