What you'd like to let the phage attach to the bacteria and then quickly isolate the infected bacteria, leaving behind in the liquid (supernatant) the phage that didn't stick. That way, it'll really be one step. If you leave phage particles, they can continue to stick on and start new infections of the bacteria at different times so the results will be less 'clean'.
