1. Select those texts that you want the changed. The mouse with the left button pressed passed over texts will select them. So will be the use of CTRL-SHIFT and the arrow keys. (If you want the whole document contents selected, press CTRL-A or click on Edit, then click on Select All.)
2. Once you have selected the texts, click on Format, then Change Case, the click on lower or upper or sentence case as you desires. Then click on OK. The keyboard shortcut method is ALT-O then E then T for title case, L for lower case, U for upper case and S for sentence case then Enter.

In the example you cited above, you select the text line then click on Format then on Change Case, then click on Lower Case then OK.
However, if I were you, I'd select Sentence Case so that the beginning of the sentence is capitalized.

Feel free to experiment with the Menu Items. Afterall, if you dislike the result, you can always click on Edit then Undo Typing or just CTRL-Z to restore the previous state of the contents.

In MS Word there is both a Chage Case and an All Caps button tat can be added to any toolbar.

Just right click on any toolbar at the top of your screen and select Customize. Within the customize dialog select the Commands tab. Select Format in the listbox and then drag the Change Case button to your toolbar

Once the button is on your toolbar you can select the text within your document that you want to cahnge and hit the button to change the case!
