Does that injunction mean: "If you must wage war -- if it is impossible to avoid war -- then you stand a better chance of winning by being tricky"? Or does it mean: "Thou shalt wage war, and thou shalt deceive"?

e.g: Today's foiled attacks against U.S. embassy in Syria!

You do seem to have a very fertile imagination, to assume that the Israeli Mossad attacked the American embassy in the Capital city of Syria.
Why not assume that the attack was carried out by insurgents, like Islamic Jihad or Hamas, whose regular base and training camps are in Syria, or El Qaida activists, who are being sent from Syria to attack American Soldiers in Iraq, decided it is time to attack the big devil (their name for the US) in Damascus, or maybe the Syrians staged the whole thing.
Next time you can claim that Katrina was a mossad operation, since stories like that are abundant in the middle east.

According to facts in history, I think it means just what it implies. War by deception. The Israeli Mossad is well known for their false flag operations to incite war when it needs other countries to fight it's battles.

Lovely analogy. We are living in such a 'polluted' political atmosphere that anything is up for grabs. You ask yourself, Why would terrorists attack US interests in Syria, of all places. Stinks to high heaven.

it means that even if you have to lie cheat or steal it's ok as long as it's in the name of allah.
i thought that was the basic rule of both sides of any war
