Find a car that already has a ticket. Take that ticket and put it on your car. Then the parking officer man will think you already have one and leave you alone! Dont worry about the poor sucker you took the ticket from. He'll just get a warning in the mail.

buy and register a car in a foreign country. There are people in the UK doing this picking up many tickets a day but never pay and there's no come back

That's funny! But, it doesn't really stop a ticket, your plates are written in the meter person's journal anyway. But I do get your joke. The real way to avoid a parking ticket is to "STOP BREAKING THE LAW YOU @**HOLE"- Quote taken from Jim Carry in 'Liar Liar'. Thanks for the giggle.

I avoid it by not parking illegally... or if I really have to I leave my hazard lights on, which tells everyone it's an emergency.
