It would be a good idea to use a good sealer on the walls before studding it out. Instead of using 2X4 studs as you would would between walls, use furring strips. The furring strips are 1X2s. Nail the strips to the concrete walls using tempered steel nails. Nail on sixteen inch centers.
Be real careful with the nailing - - - be sure to use safety goggles. If you have a tool rental business nearby, rent a power hammer. Get one designed for the steel nails that you'll be using.

Yes seal it anyway be safe not sorry. 16" on center because it is your house but 24" on center is acceptable by code

seal all concrete walls with DRY-LOC it is the best on the market. part two "16" inch centers

stups every 9 miles haha no 16 inch centers get recroom out lets only use 2 by 2 stapping

Insulation, then vapor barrier.
