Place chicken wire over freshly planted seeds and bulbs to keep squirrels from digging them out. Place rocks or other heavy weights at each of the four corners to keep squirrels from getting under it. Be sure to remove the chicken wire before the plants get too big.
Alternatively, you could dig the entire area for the bulbs 6 inches deep (or to the level the bulbs require). Then plant the bulbs so that the shoots are sticking out slightly and place the chicken wire right on top of the bulbs. This way the plants will grow through the wire without you having to remove it. You then cover up both the wire and the bulbs with the dirt you had removed.
Plant daffodils intermixed with your tulips. Squirrels do not like daffodils and will stay away from them. They also dislike alliums, which are of the onion family.
Do not use any hot pepper mixes to discourage squirrels as it gets on their paws and can then get in their eyes causing serious pain and potentially permanent damage.
Hang old nylons filled with dog or cat hair around the garden.

I haven't found a way but if you do could you post it here? They not only dig up my tulips and crocuses. they eat the flowers and seed pods on my Sweet Peas, and they eat every sunflower I've planted the last several years; they dig up the seeds for a small snack, then they'll eat the fledgling plants that grow. I hate squirrels. PS my local nursery said the only absolute guaranteed way to keep them away is to purchase the new mini electrified fencing designed to keep rabbits and squirrels out. I just think that's too expensive and kind of insane.

After planting the bulbs then cover with soil, but before finishing the cover up add a piece of chicken wire flat over the area. Then finish covering with soil. The bulbs will grow through the wire and the wire will protect the bulbs from the squirrels. Because they can't pull the bulbs through the wire. The only other thing you could try is douse a lot of cayenne pepper flakes in the area were your bulbs are planted.

I agree, wire is the best method. Cayenne pepper can help as well, but the wire is a definate deterent. You might also keep the little fellows busy with a peanut feeder on the other side of the garden and hope they spend all their time packing the peanuts away to store and leave the bulbs alone.

I put used coffee grounds in my garden. It has kept everything away except the deer. Can't hurt to try. Starbucks usually gives them away by the bag load.

The chicken wire is the best way to do this. It will let the leaves and stalks come up through it so you can leave it there.
