I totally agree its free unless you want to access information about yourself and then see how hard the establishment makes it! Its all about control the government likes to control us through fear because god forbid we should think for ourselves, how unruly would we be if we did!

Not really - there is the Freedom of Information Act 2000 (pls note spelling) - which coupled with the Data Protection Act 1998 (repealed from 84) and others to ensure that British Citizens have a right to request information from the government and have information about themselves checked and verified or removed.
