hi there,
elance and guru are great resources as mentioned in a previous post. also contact companies such as advertising agencies that you can handle work for them if they get to busy or otherwise jammed up. i pick up quite a bit of work from contacts like that. also craigs list (craigslist.org) has a creative listing section that you can place ads free of charge. do it, you will find work from there. once you get a client base your work will grow trust me.

I don't think there is such thing as best way. It all depends on your budget.
There are free/low cost and expnesive methods to advertise, and all work. Obviously you might start with free methods...
