Try looking for patterns I know SuitAbility makes horse patterns. I'm not sure who else might.

it depends what kind of costume you want for your horse, what materials you are using, is your horse used to having things like that put on him, how old he is, what kind of nature he is and what is the reason for the costume. Are you having a party or something
I am in Riding for the Disabled Association (RDA) and we dress our RDA horses up for fancy dress competions all the time, but all our horses are mid 20s and have seen alot, they are really calm and good with kids, we try the costumes on them before the show make sure it won't bother them, and that they can easy move and won't get spooked.

Do they make patterns for horses? I've never seen any. Find a really creative person who is also good at sewing that will make it for you.

Don't do it!
Horses don't understand about costumes. If a loose material should tickle them in the wrong place, you could be creating a bucking bronco!
