I don't think there is a country left we don't have a treaty with or some kind of arrangement. But the 2003 Act gives full details - I've given you a link!
Try Brazil, that treaty was a bit shaky. May not be enforceable. search that Act for Brazil and see what it says!

it is not about christianity by the way as an earlier answer suggsted - take Rio for example a very catholic country but no extradition treaty (well that I know of anyway)
A lot of countries which dont have these treaties are in south america and a few is asia but i'm not sure which ones still have no extradition treaties as a lot of things have changed recently.
