All TV cards allow for PVR, due to the nature of their design. Some, like the Hauppage TV cards have hardware MPEG compression, which spares your CPU from having to compress live video. USB TV boxes usually have it too.

The software that comes with the card should allow for manual and scheduled video recording. If not, there's 3rd party video recording software that you can purchase (just do a Yahoo! search).

Some TV peripherals won't work with Media Center's programs, but work alright with the software which came with the card.

If you're having too many problems with drivers and want a better TV card, here's my advice:
Decide on a bunch of PVRs in your price range, and use the Internet to get information about them. Looking in the forums of sites regarding TV tuner cards might help too.
It's a little work, but at least it lessens the chance of coming home and being unsatisfied with what you bought.
