What are you going to use it for?
If you're a gamer, get something with high RAM and a good Video Card.
If you're a programmer, get something with high RAM as well, and alot of hard-disk space.
If you're just a normal user who wants to surf the net and watch download videos, you don't need one that's too fast and you don't really need a very good video card, since you can play low-resource using videos on sites like Youtube. ( http://www.youtube.com )

Dell makes really good laptops and they can custom build them too. If you're a gamer I really don't suggest a laptop as they get out dated every year and cost WAY too much to upgrade.
For gaming I STRONGLY suggest a desktop with TV-Out and wireless keyboard so you can sit on the couch and game.
DO NOT BUY A COMPAQ. I'm currently using the Compaq Presario V2000 that I've owned for less than six monthes, and the touch pad is already worn out. (So I use a USB mouse, which sort of defeats the purpose.)
Make a super laptop now as it will be the norm in a couple years.
1GB RAM, 80GB Hardrive, 2.0 ghz processor. Dvd ROM and burner. Regular screen NOT widescreen. Make sure you upgrade the outer case to the tougher materials too, you won't be sorry. Shouldn't cost you any more than 80-100$ a month from Dell for four years. They have almost no intrest so it's really fair. Those stats there would give you a super machine that should be up to par for about 5 years.

The best?
Hmmmmmm.
I can only suggest talking points for the Apple PowerBook, because I own one.
I know that there are very good PC laptops out there, but I plead ignorant.
You SHOULD consider a few details before making a purchase.
> what will it be used for?
> based on the applications you plan to use, make sure your internal drive has enough disc space for the apps;
> get as much processing power as you can afford;
> consider buying a external firewire drive for additional storage;
> an extended warranty for laptops IS a good idea;
> get a high quality, well-padded carrying case.
