Try this site. They carry necessary tools for making rugs.
I don't know if they have tools for "tufting". That is more complicated than hooked or braided rugs to done manually.

Have you Googled for locations they are sold??
Yarn stores, Michaels, Joanns any place that sells yarn should have rug kits.
If you want to make an exceptionally large one, at least you could get the name of a company from the packaging and e mail or phone them.

.Try Readicut, they have been doing it for many years. They do have a website, as well as a normal catalogue.
You can get Ready to make rugs...i.e. design already marked on the canvas, or you can buy the plain canvas and whatever wools you need.
