Is it the landlords responsibility to replace all carpeting before a new tenant moves in?

Only if new carpet was part of your contracted agreement. If you didn't ask for new carpet/ didn't offer new carpet when showing the apartment or before signing the lease all that has to be done is a clean.

No. The carpeting should at least be shampooed before a new tenent moves in.

noooooo....that's silly...and costly. It has to be cleaned, not replaced. The walls are supposed to be repainted at least every 5 years as well.
