The poor are those who cannot afford to have the basic necessities: food, shelter,water, education and healthcare. Poverty is due to the inequality of the distribution of this world's goods. WE DON'T SHARE AND DON'T CARE! Some inherit poverty (parents are poor so children also poor), some are poor because of a tragedy (earthquake, fire,etc), some are poor because they are lazy (don't want to work, etc), some are poor because they are sick or mentally unstable (cannot work, can't be hired). So we have to do our share to help out! But the poor will always be with us....

It depends on what school of sociology explains it. The poor are those who do not have enough economic resources for carrying on a healthy and comfortable existence. Those who don't have enough money for housing, food, clothing, health and education. Povery exists because wealth, its opposite, exists. Wealth is very unequally divided among the people on Earth. While the majority of people in some countries don't even have running water, the population in Europe or the U.S. lives in comfort. The rich countries have historicallly exploited the poor, either as colonies or through unfair trade treaties. This has worstned the situation of the poor and improved the situation of the rich. The more power the rich have, the more they want and the more they can obtain. That is basically why poverty exists, it is a global exploited-exploiter relationship.
