What makes you think the teacher hates you? Have you had any kind of confrontation or words? If you feel there is friction between the both of you, maybe you should ask for a meeting and try to talk things through. Tell the teacher how you feel and see if things can be straightened out. Maybe its just a misunderstanding. Remember that teachers have to deal with many foreigners so I do not think that is a reason, but if you feel discriminated, then you might want to take it to the Dean to get this matter resolved.

I'm a foreigner myself and have had this same problem.

I think the best way to solve issues like this is by confrontation. Ask him if there's a problem and why?

If he can't give you any (reasonable) explanation, you should do something about it.
He's there to teach and help you, not to make you feel sad. Certainly not because you're a foreigner.

A last resort would be to take it even higher up, but this could cause a lot of friction. So think this over carefully.

Hi! I had the same problem with one of my language teachers. The only thing you can do, is not to take it personally, because in a few years you can even be a president, and that teacher will still be just a teacher!

I'm a teacher, and I think what you should do is ask your teacher what you can do to do better in his class. Ask about getting extra help. Show him that you are interested in his class and the subject he teaches. Then see what happens.
