It's because it is the technological hub of India .Some of the best ICT brains are found there and they are able to do what similar skills can do in the west at a fraction of the cost.
Consequently,many companies have established themselves there and are operating.
Another advantage is that by India's geographical ocation,whilst the West is asleep ,work can still be carried on in their subsidiaries in India(mumbai)
