go to hyperterminal and write ATDT "phone number"
if it gives you line is busy try the ordinary phone if it gives you also line busy then call the ministry to help. Otherwise if the phone worked then re-install the driver. Then try. Or finally change the modem and check.

Try the following steps
1. When the modem is dialling your service provider listen to the sounds it makes
a) If it is connecting, you will here a series of beeps, a couple of rings, and when it connects, you will hear the same sound that you get when you dial a fax number
b) If the server you are connecting to is busy, you would get the same sound as when you are dialling a phone that is engaged.
In the case of 'b' above, you will get the message on your dialler that the phone is busy.
If you are constantly getting an engaged tone, you can do any of the following
1. Call your Internet Service Provider and inform them of the problem.
2. Better yet, you can change your ISP
3. Best option, sell your dial up modem and go in for a broad band connection - much cheaper and much faster.
You will lose the cost of your modem, which may not be much, but you will definitely save a lot of money and have a great surfing experience

Lots of possible problems here.
Most modems have two jacks - is it in the right one?
Is the cable from PC to wall socket ok?
Does the actual phone line work? - Plug a phone in to make sure.
Have you tried checking the phone settings in control panel? Do a diagnostic check to make sure modem checks out ok.
You say you have installed more than once...did you uninstall correctly each time? Do you still have only one modem installed according to System properties?
Does the modem appear to be installed ok in System properties? Did the system detect the new modem hardware ok?
Try turning the volume up in modem properties so you can hear what is going on....
And last but not least...lol....if you still have a phone plugged in on that same line....is anyone using it or is it off the hook?

Plug a phone onto the end of the line you are sticking in the modem. Does it have dial tone? Are you sticking the phone plug in the right jack on the modem (most have 2)? Did you install the drivers for the modem and it shows up in Device Manager as being okay? Do you have voice mail and you need to check your messages?

Connect the ordinary phone to that line and dial the number (the number which ur modem/computer dialing). If u get a busy beep :)) then its not ur modem/configuration problem. If u get some sounds (sounds which we can hear while connecion is made through modem speaker) then its someproblem with ur modem/configuration.

This doesn't sound like a hardware problem. The line is busy on the other end, your modem is making a call but whatever you are calling is not picking it up.
Make sure the phone number you're dialing to is correct, and if it is, contact whoever that number belongs to.

It can also mean that it is not detecting a dial tone. If you plug a phone into the same jack do you get a dial tone?
You can disable the "check for dial tone" option in the proprieties.
