Best high school football states are Texas, California, Florda, Ohio and Pennsylvania.
College ball varies every year, as does the NFL. If I had to pick one, I would pick Texas, just because they are huge in HS Football, the Cowboys are one of the most historic and storied franchises of all time, and Texas has won man National Championships in college ball.
You could probably make a case for florida, except the Dolphins haven't done a whole lot. And no pro team from Ohio has ever won a title.
Pennslyvania would come in second on my list, just because of the Steelers and Penn State's history.

Texas without question when you consider all three levels. Their high school program is in the top three (Texas, Florida & California). With the history of the University of Texas and the Dallas Cowboys enough said.
Florida would be my second choice. Solid high school program. What can you say when you throw in FSU, Miami and Florida. Don't forget that the Miami Dolphins still hang on to that unbeaten season. Now with Saban at the helm Miami will be a contender again in the not so distant future.
Third choice would be California. Good high school program. As much as I hate to say it but USC has an impressive history. The pros, 49ers and Oakland have a pretty good history. Not recently but they will come back strong.

The pro teams in Ohio are weak at best, I know I live here. What are the Browns and Bungals records over the last twenty years. Don't be so quick to think they are something, after one good year. When they are probably not even .500 through the last two decades.
Also, there isn't one Superbowl Ring between the two of them.

Ohio is a not even in the same league as Texas.
Two pro teams, reigning National Champion, and you don't even have to talk about their High School programs!
And I don't even live near Texas, just a neutral observer.

Independence High School in Charlotte, North Carolina, if I am not mistaken, has the longest winning streak in high school football. They are pushing 100 consecutive wins. Louisiana and Texas are about as strong as you can get as far as football fans in any level. They don't worry about hockey and such.

I'd say Pennsylvania by history, although don't know much about Texas at the HS level so maybe by that they are better. Look at the Great QBs to come out of SW PA from Unitas to Marino. Want rings? OK Joe Montana was from the Mon-Valley south of Pittsburgh. As to the history of franchises I don't think that needs explained.

In Alabama, football isn't a sport; it is a transcendental experience. It is a lifestyle. People name their children after football players and mascots. I even know one guy who named his son Cleet. Families are divided over rivalries. Children are disinherited for going to the "wrong" college. People play fight songs at their weddings and take honeymoons to bowl games. Some small towns literally shut down for Friday night HS football. Its a sickness. No doubt, Alabama is the ultimate football state.
